The republic of Egypt has recognized Islam as the state religion since 1980.[citation needed] Egyptis predominantly Muslim, with Muslims comprising about 90% of a population of around 80 million Egyptians[1][2][3][4][5] Almost the entirety of Egypt's Muslims are Sunnis.[1] Most of the non-Muslims in Egypt are Christians,[1][2][3][4][5] though estimates vary (see Religion in Egypt).
Prior to Napoleon's invasion, almost all of Egypt's educational, legal, public health, and social welfare issues were in the hands of religious functionaries. Ottoman rule reinforced the public and political roles of the ulama (religious scholars) because Islam was the state religion and because political divisions in the country were based on religious divisions. During the nineteenth and twentieth centuries, successive governments made extensive efforts to limit the role of the ulama in public life and to bring religious institutions under closer state control. The seculartransformation of public life in Egypt depended on the development of a civil bureaucracy that would absorb many of the ulama's responsibilities in the country.
After the Egyptian Revolution of 1952, the government assumed responsibility for appointing officials to mosques and religious schools. The government mandated reform of Al-Azhar University beginning in 1961. These reforms permitted department heads to be drawn from outside the ranks of the traditionally trained orthodox ulama.

As of 1990, Egyptian Islam was a complex and diverse religion. Although Muslims agreed on the faith's basic tenets, the country's various social groups and classes applied Islam differently in their daily lives. The literate theologians of Al-Azhar University generally rejected the version of Islam practiced by illiterate religious preachers and peasants in the countryside. Most upper- and middle-class Muslims believed either that religious expression was a private matter for each individual or that Islam should play a more dominant role in public life. Islamic religious revival movements, whose appeal cut across class lines, were present in most cities and in many villages.[citation needed]
Today devout Muslims believe that Islam defines one's relationship to God, to other Muslims, and to non-Muslims. They also believe that there can be no dichotomy between the sacred and the secular. Many Muslims say that Egypt's governments have been secularist and even anti-religious since the early 1920s.[citation needed] Politically organized Muslims who seek to purge the country of its secular policies are referred to as "Islamists."
Orthodox ulama found themselves in a difficult position during the wave of Islamic activism that swept through Egypt in the 1970s and 1980s. Radical Islamists viewed the ulama as puppets of the status quo. To maintain their influence in the country, the ulama espoused more conservative stances. After 1974, for example, many al-Azhar ulama, who had acquiesced to family planning initiatives in the 1960s, openly criticized government efforts at population control. The ulama also supported moves to reform the country's legal code to conform to Islamic teaching. They remained, nonetheless, comparatively moderate; they were largely loyal to the government and condemned the violence of radical Islamist groups.
Egypt's largely uneducated urban and rural lower classes were intensely devoted to Islam, but they lacked a thorough knowledge of the religion. Even village religious leaders had only a rudimentary knowledge of Islam. The typical village imam or prayer leader had at most a few years of schooling; his scholarly work was limited to reading prayers and sermons prepared by others and to learning passages from the Qur'an. Popular religion included a variety of unorthodox practices, such as veneration of saints, recourse to charms and amulets, and belief in the influence of evil spirits.[citation needed]

Popular Islam is based mostly on oral tradition. Imams with virtually no formal education commonly memorize the entire Qur'an and recite appropriate verses on religious occasions. They also tell religious stories at village festivals and commemorations marking an individual's rites of passage. Predestination plays an important role in popular Islam.[citation needed] This concept includes the belief that everything that happens in life is the will of God and the belief that trying to avoid misfortune is useless and invites worse affliction. Monotheism merges with a belief in angels, spirits(called Jinns), and Revelations from God in the form of Books.
Popular Islam ranges from informal prayer sessions or Qur'an study to organized cults or orders. Because of the pervasive sexual segregation of Egypt's Islamic society, men and women often practice their religion in different ways. A specifically female religious custom is the zar, a ceremony for helping women placate spirits who are believed to have possessed them. Women specially trained by their mothers or other women in zar lore organize the ceremonies. A zar organizer holds weekly meetings and employs music and dance to induce ecstatic trances in possessed women. Wealthy women sometimes pay to have private zars conducted in their homes; these zars are more elaborate than public ones, last for several days, and sometimes involve efforts to exorcise spirits.[citation needed]
A primarily male spiritual manifestation is Sufism, an Islamic mystical tradition. Sufism has existed since the early days of Islam, some odd years after the prophet Muhammad died. and is found in many Islamic countries. The name derives from the Arabic word suf (wool), referring to the rough garb of the early mystics. Sufism exists in a number of forms, most of which represent an original tarika developed by an inspired founder, or shaykh. These shaykhs gradually gathered about themselves murids, or disciples, whom they initiated into the tarika. Gradually the murids formed orders, also known as turuq, which were loyal to the shaykh or his successors. The devotions of many Sufi orders center on various forms of the dhikr, a ceremony at which music, body movements, and chants induce a state of ecstatic trance in the disciples. Since the early 1970s, there has been a revival of interest in Sufism. Egypt's contemporary Sufis tend to be young, college-educated men in professional careers.[citation needed]

Islamic political activism has a lengthy history in Egypt. Several Islamic political groups started soon after World War I ended. The most well-known Islamic political organization is the Muslim Brotherhood (Al Ikhwan al Muslimun, also known as the Brotherhood), founded in 1928 by Hassan al Banna. After World War II, the Muslim Brotherhood acquired a reputation as a radical group prepared to use violence to achieve its religious goals. The group was implicated in several assassinations, including the murder of one prime minister. The Brotherhood had contacts with the Free Officers before the 1952 Revolution and supported most of their initial policies. The Brotherhood, however, soon came into conflict with Gamal Abdel Nasser. The government accused the Brotherhood of complicity in an alleged 1954 plot to assassinate the president and imprisoned many of the group's leaders. In the 1970s, Anwar Sadat amnestied the leaders and permitted them to resume some of their activities. But by that time, the Brotherhood was divided into at least three factions. The more militant faction was committed to a policy of political opposition to the government. A second faction advocated peaceful withdrawal from society and the creation, to the extent possible, of a separate, parallel society based upon Islamic values and law. The dominant moderate group advocated cooperation with the regime.
The Muslim Brotherhood's reemergence as a political force coincided with the proliferation of Islamic groups. Some of these groups espoused the violent overthrow of the government while others espoused living a devout life of rigorous observance of religious practices. It is impossible to list all the Islamic groups that emerged in the late 1970s because many of them had diffuse structures and some of the more militant groups were underground. Egypt's defeat and loss of territory in the June 1967 Six-Day War was the main cause for the growth of religiously inspired political activism. Muslims tended to view the humiliating experience as the culmination of 150 years of foreign intrusion and an affront to their vision of a true Islamic community. Islamic tradition rejected the idea of non-Muslims dominating Muslim society. Such a state of affairs discredited Muslim rulers who permitted it to persist. It was, therefore, incumbent on believers to end the domination and restore the true supremacy of Islam. As part of their Sunni creed, the most radical activists adopted jihad and committed themselves to battling unbelievers and impious Muslims. During the 1970s and 1980s, Islamists perpetrated a number of violent acts, including the assassination of Anwar Sadat in October 1981.
Disruptive social changes and Sadat's relative tolerance toward political parties contributed to the rapid growth of Islamic groups in the 1970s. On university campuses, for example, Sadat initially viewed the rise of Islamic associations (Gama'at Islamiya) as a counterbalance to leftist influence among students. The Gama'at Islamiya spread quite rapidly on campuses and won up to one-third of all student union elections. These victories provided a platform from which the associations campaigned for Islamic dress, the veiling of women, and thesegregation of classes by gender. Secular university administrators opposed these goals. In 1979 Sadat sought to diminish the influence of the associations through a law that transferred most of the authority of the student unions to professors and administrators. During the 1980s, however, Islamists gradually penetrated college faculties. At Asyut University, which was the scene of some of the most intense clashes between Islamists and their opponents (including security forces, secularists, and Copts), the president and other top administrators—who were Islamists—supported Gama'at Islamiya demands to end mixed-sex classes and to reduce total female enrollment.
As of 1989, the Islamists sought to make Egypt a community of the faithful based on their vision of an Islamic social order. They rejected conventional, secularist social analyses of Egypt's socioeconomic problems. They maintained, for example, that the causes of poverty were not overpopulation or high defense expenditures but the populace's spiritual failures—laxness, secularism, and corruption. The solution was a return to the simplicity, hard work, and self-reliance of earlier Muslim life. The Islamists created their own alternative network of social and economic institutions through which members could work, study, and receive medical treatment in an Islamic environment.
Islamists rejected Marxism and Western capitalism. Indeed, they viewed atheistic communismJewish Zionism, and Western "Crusader-minded" Christianity as their main enemies, which were responsible for the decadence that led to foreign domination and defeat by Zionists. They were intolerant of people who did not share their worldview. Islamists tended to be hostile toward the orthodox ulama, especially the scholars at Al Azhar who frequently criticized the Islamists' extreme religious interpretations. Islamists believed that the established social and political order had tainted the ulama, who had come to represent stumbling blocks to the new Islamic order. In addition, Islamists condemned the orthodox as "pulpit parrots" committed to a formalist practice of Islam but not to its spirit.
The social origins of Islamists changed after the 1952 Revolution. In the 1940s and early 1950s, the Muslim Brotherhood had appealed primarily to urban civil servants and white and blue-collar workers. After the early 1970s, the Islamic revival attracted followers from a broad spectrum of social classes. Most activists were university students or recent graduates; they included rural-urban migrants and urban middle-class youth whose fathers were middle-level government employees or professionals. Their fields of study—medicine, engineering, military science, and pharmacy—were among the most highly competitive and prestigious disciplines in the university system. The rank-and- file members of Islamist groups have come from the middle class, the lower-middle class, and the urban working class.
Various Islamist groups espoused different means for achieving their political agenda. All Islamists, however, were concerned with Islam's role in the complex and changing society of Egypt in the late twentieth century. A common focus of their political efforts has been to incorporate the Shari'a into the country's legal code. In deference to their increasing influence, the Ministry of Justice in 1977 published a draft law making apostasy by a Muslim a capital offense and proposing traditional Islamic punishments for crimes, such as stoning for adultery and amputation of a hand for theft. In 1980 Egypt supported a referendum that proposed a constitutional amendment to make the Shari'a "the sole source of law." The influence of the Islamists temporarily waned in the aftermath of Sadat's assassination in 1981, but the election of nine members of the Muslim Brotherhood to the People's Assembly in 1984 revived Islamists' prospects. In 1985 the People's Assembly voted to initiate a procedure for the gradual application of the Shari'a, beginning with an indefinite education period to prepare the population for the legal changes; the next step would be to amend all existing laws to exclude any provisions that conflict with the Shari'a. Moves to reform the legal code received support from many Muslims who wanted to purify society and reject Western legal codes forced on Egypt in the nineteenth and twentieth centuries. As of 2009, the Grand Mufti also has another title, Dar al-Iftaa, a part of the Ministry of Justice. While his rulings are nonbinding, they are "influential." His office issues 5,000 fatwas a week.[6]
By the beginning of the 21st century,only the Gama'at Islamiya leaders who were in prison after the assassination of Sadat were released after several books they wrote and interviews showed that they revised their points of view and changed the radical tone of their speeches.

The Constitution provides for freedom of belief and the practice of religion; however, the Government places restrictions on this right. According to the Constitution, Islam is the official state religion, and Shari'a is the primary source of legislation; religious practices that conflict with the official interpretation of Shari'a are prohibited. However, since the Government does not consider the practice of Christianity or Judaism to conflict with Shari'a, for the most part members of the non-Muslim minority worship without legal harassment and may maintain links with coreligionists in other countries. Members of other religions that are not recognized by the Government, such as the Bahá'í Faith, may experience personal and collective hardship.
An 1856 Ottoman decree still in force requires non-Muslims to obtain a presidential decree to build a place of worship. In addition Interior Ministry regulations issued in 1934 specify a set of 10 conditions that the Government must consider prior to issuance of a presidential decree permitting construction of a church. These conditions include the location of the proposed site, the religious composition of the surrounding community, and the proximity of other churches. The Ottoman decree also requires the President to approve permits for the repair of church facilities.
In December 1999, in response to strong criticism of the Ottoman decree, President Mubarak issued a decree making the repair of all places of worship subject to a 1976 civil construction code. The decree is significant symbolically because it places churches closer to an equal footing with mosques before the law. The practical impact of the decree has been to facilitate significantly church repairs; however, Christians report that local permits still are subject to security authorities' approval. The approval process for church construction continued to be time consuming and insufficiently responsive to the wishes of the Christian community. As a result of these restrictions, some communities use private buildings and apartments for religious services.
According to a 1995 law, the application of family law, including marriage, divorce, alimony, child custody, inheritance, and burial, is based on an individual's religion. In the practice of family law, the State recognizes only the three "heavenly religions:" Islam, Christianity, and Judaism. Muslim families are subject to the Personal Status Law, which draws on Shari'a (Islamic law). Christian families are subject to canon law, and Jewish families are subject to Jewish law. In cases of family law disputes involving a marriage between a Christian woman and a Muslim man, the courts apply the Personal Status Law.
Under Islamic law, non-Muslim males must convert to Islam to marry Muslim women. Christian and Jewish women need not convert to marry Muslim men . Muslim women are prohibited from marrying Christian men. Muslim female heirs receive half the amount of a male heir's inheritance, while Christian widows of Muslims have no inheritance rights. A sole female heir receives half her parents' estate; the balance goes to designated male relatives. A sole male heir inherits all his parents' property. Male Muslim heirs face strong social pressure to provide for all family members who require assistance; however, this assistance is not always provided. In January 2000, the Parliament passed a new Personal Status Law that made it easier for a Muslim woman to obtain a divorce without her husband's consent, provided that she is willing to forgo alimony and the return of her dowry. However, an earlier provision of the draft law that would have made it easier for a woman to travel without her husband's consent, was rejected.

The vast majority of the fifteen to twenty million Saudis are Salafi Muslims, an orthodox movement within Sunni Islam.[1] Islam is the established religion, and as such its institutions receive government support.

Around 10-15% of citizens are Shia Muslims,[2] most of whom live in the Eastern Province, with the largest concentrations in Qatif, and Al-Ahsa, another large concentrations is found in Najran, in addition to a small minority in Medina.
Non-Muslims
Non-Muslim populations of Saudi Arabia are dominantly found in populations of foreign workers. Saudi Arabia has an estimated foreign population of 8 million, most of whom are Muslim. The foreign population reportedly includes 1.6 million Indians, 1.5 million Pakistanis, 1.2 million Filipinos, 1 million Bangladeshis, 1 million Egyptians, 600,000 Indonesians, 400,000 Sri Lankans, 350,000 Nepalese, 250,000Palestinians, 150,000 Lebanese, 100,000 Eritreans, and 30,000 Americans. Comprehensive statistics for the religious denominations of foreigners are not available; however, they include Muslims from the various branches and schools of Islam, Christians, and Hindus.[3]

In the first conversion to Islam followed the rapid growth of the Muslim world created by the conquests of the Rashidun and UmayyadCaliphs. Muslim dynasties were soon established and subsequent empires such as those of the AbbasidsAlmoravidesSeljuk Turks,Mughals and Safavid Persia and Ottomans were among the largest and most powerful in the world. The people in the Islamic world made many centers of culture and science, and produced merchants, travellers, notable scientists, astronomers, mathematicians, doctors andphilosophers initiating a Golden Age of Islam. The activities of this quasi-political community of believers and nations, or ummah, resulted in the spread of Islam.
Salafi theology

The political and cultural environment of contemporary Saudi Arabia has been influenced by a religious movement that began in central Arabia in the mid-eighteenth century. This movement, commonly known as the Salafi movement, grew out of the scholarship and preaching of Muhammad ibn Abd al Wahhab, a scholar of Islamic jurisprudence who had studied in Iraq and the Hijaz before returning to his nativeNajd to preach his message of Islamic reform.
[edit]Pilgrimage
The hajj, or pilgrimage to Mecca, occurs annually between the first and tenth days of the last month of the Muslim year, Dhul Hajj. The hajj represents the culmination of the Muslim's spiritual life. For many, it is a lifelong ambition. From the time of embarking on the journey to make the hajj, pilgrims often experience a spirit of exaltation and excitement; the meeting of so many Muslims of all races, cultures, and stations in life in harmony and equality moves many people deeply. Certain rites of pilgrimage may be performed any time, and although meritorious, these constitute a lesser pilgrimage, known as umrah.

The Ministry of Pilgrimage Affairs and Religious Trusts handles the immense logistical and administrative problems generated by such a huge international gathering. The government issues special pilgrimage visas that permit the pilgrim to visit Mecca and to make the customary excursion to Medina to visit the Prophet's tomb. Care is taken to assure that pilgrims do not remain in the kingdom after the hajj to search for work.
An elaborate guild of specialists assists the hajjis. Guides (mutawwifs) who speak the pilgrim's language make the necessary arrangements in Mecca and instruct the pilgrim in the proper performance of rituals; assistants (wakils) provide subsidiary services. Separate groups of specialists take care of pilgrims in Medina and Jiddah. Water drawers (zamzamis) provide water drawn from the sacred well.
Since the late 1980s, the Saudis have been particularly energetic in catering to the needs of pilgrims. In 1988 a US$l5 billion traffic improvement scheme for the holy sites was launched. The improvement initiative resulted partly from Iranian charges that the Saudi government was incompetent to guard the holy sites after a 1987 clash between demonstrating Iranian pilgrims and Saudi police left 400 people dead. A further disaster occurred in 1990, when 1,426 pilgrims suffocated or were crushed to death in one of the new air-conditioned pedestrian tunnels built to shield pilgrims from the heat. The incident resulted from the panic that erupted in the overcrowded and inadequately ventilated tunnel, and further fueled Iranian claims that the Saudis did not deserve to be in sole charge of the holy places. In 1992, however, 114,000 Iranian pilgrims, close to the usual level, participated in the hajj.
Historically, Saudi Arabia has occupied a special place in the Islamic world, for it is towards Makkah and Islam's most sacred shrine, the Ka'abah, located in the Holy Mosque there, that Muslims throughout the world turn devoutly in prayer five times a day. An appreciation of Islamic history and culture is therefore essential for a genuine understanding of the Kingdom of Saudi Arabia, its Islamic heritage and its leading role in the Arab and Muslim worlds.[4]
To symbolize their leadership of the worldwide community of Muslims as well as their guardianship of the holy sites, Saudi kings address the pilgrimage gathering annually. The Saudis also provide financial assistance to aid selected groups of foreign Muslims to attend the hajj. In 1992, in keeping with its interests in proselytizing among Muslims in the newly independent states of the former Soviet Union, the Saudi government sponsored the pilgrimage for hundreds of Muslims from AzerbaijanTashkent, and Mongolia.
Islamism in Saudi Arabia
The decade of the 1980s was characterized by the rise of ultraconservative, politically activist Islamist movements in much of the Arab world. These Islamist movements sought the government institutionalization of Islamic laws and social principles. Although Saudi Arabia already claimed to be an Islamic government whose constitution is the Qur'an, the kingdom has not been immune to this conservative trend.
In Saudi Arabia, the 1960s, and especially the 1970s, had been years of explosive development, liberal experimentation, and openness to the world. A reversal of this trend came about abruptly in 1979, the year in which the Grand Mosque in Mecca came under attack by religiously motivated critics of the monarchy, and the Islamic Republic of Iran was established. Each of these events signaled that religious conservatism would have to be politically addressed with greater vigor. Although the mosque siege was carried out by a small band of zealots and their actions of shooting in the mosque appalled most Muslims, their call for less ostentation on the part of the Saudi rulers and for a halt to the cultural influence of the kingdom by the West struck a deep chord of sympathy across the kingdom. At the same time, the Ayatollah Khomeini's call to overthrow the Al Saud was a direct challenge to the legitimacy of the monarchy as custodian of the Islamic holy places, and a challenge to the stability of the kingdom with its large Shia minority.
In the years following these events, the rise of the ultraconservative periphery has caused the vast center of society to shift in a conservative direction, producing greater polarity between those who are Western-oriented and the rest of society. The 1991 Persian Gulf War marked another dramatic shift toward conservative sentiment, and this conservative trend continued to gain momentum in the early 1990s.

The conservative revival has been manifest in literature, in individual behavior, in government policies, in official and unofficial relations with foreigners, in mosque sermons, and in protest demonstrations against the government. The revival was also apparent in increased religious programming on television and radio, and an increase in articles about religion in newspapers.
On an individual level, some Saudi citizens, especially educated young women, were expressing the revivalist mood by supplementing the traditional Saudi Islamic hijab (literally curtain or veil), a black cloak, black face veil, and hair covering, with long black gloves to hide the hands. In some cases, women who formerly had not covered their faces began to use the nontransparent covering once worn mainly by women of traditional families. Some, especially younger, university- educated women, wore the hijab when traveling in Europe or the United States to demonstrate the sincerity of their belief in following the precepts of Islam.
In the Hijaz, another expression of the Islamic revival was participation in the ritual celebration of popular Islamic holidays. Some elite Hijazi families, for example, have revived the mawlid, a gathering for communal prayer on the occasion of Muhammad's birthday, or to celebrate a birth, mourn a death, bless a new house, or seek God's favor in fulfillment of some wish, such as cure of an illness or the birth of a child. Mawlid rituals, especially when performed by women, were suppressed by King Abdul Aziz Al-Saud when he conquered the Hijaz because they incorporated intercession and the Salafis considered them the equivalent of polytheism.
Reacting to the revivalist mood, the government has backed the mutawwiin in responding to calls for controls over behavior perceived as non-Islamic. In November 1990, a group of forty-seven women staged a demonstration to press their claim for the right to drive. The mutawwiin demanded that the women be punished. The government confiscated the women's passports after sentenced them to public flogging, and those employed as teachers were fired. The previously unofficial ban on women's driving quickly became official. As a further indication of the growing conservatism, considerable criticism of the women's behavior in asking for the right to drive came from within the women's branch of the university in Riyadh.
Religiously sanctioned behavior, once thought to be the responsibility of families, was being increasingly institutionalized and enforced. Women, for example, were usually prevented from traveling abroad unless accompanied by a male chaperon (mahram), a marked shift from the policy of the late 1970s, when a letter granting permission to travel was considered sufficient. This rule has compounded the difficulties for women wishing to study abroad: a 1982 edict remained in force that restricted scholarships for women to those whose father, husband, or brother was able to remain with them during the period of study.
State funding has increased for the nationwide organization of mutawwiin that is incorporated into the civil service bureaucracy. Once responsible primarily for enforcing the attendance of men in the mosque at prayer time, the tasks of the mutawwiin since the 1980s have come to include enforcing public abstinence from eating, drinking, and smoking among both Muslims and non-Muslims in the daylight hours during Ramadan. The mutawwiin (also seen as Committees for the Propagation of Virtue and Prevention of Vice or Committees for Public Morality) are also responsible for seeing that shops are closed at prayer time and that modest dress is maintained in public. Foreign women were under increased pressure to wear clothing that covered the arms and legs, and men and women who were unrelated might be apprehended for traveling together in a car. In the early 1980s, an offending couple might have received an official reprimand, but in the early 1990s they might experience more serious consequences.

The rise in conservatism also can be seen in measures taken to obstruct non-Muslim religious services. Non-Muslim services have long been discouraged, but never prohibited, in Arabia. Even at the height of the Salafi revival in the 1920s, Christian missionary doctors held prayer services in the palace of Abdul Aziz Al-Saud. In the 1960s, 1970s, and 1980s, Christian religious services were held regularly in private houses and in housing compounds belonging to foreign companies, and these services were usually ignored by mutawwiin as long as they did not attract public attention or encourage proselytism. With the end of the Persian Gulf War, however, mutawwiin began to enforce a ban on non-Muslim worship and punished offenders. In 1991, it is claimed, a large number of mutawwiin accompanied by uniformed police broke up a Christian service in Riyadh and arrested a number of participants, including children.
The most significant indicator of the growing shift toward conservatism was the willingness of the state to silence opposition groups. For example, in May 1991, more than 400 men from the religious establishment and universities, including Saudi Arabia's most prominent legal scholar, Shaykh Abd al Aziz ibn Baz, petitioned the King to create a consultative council, a request to which the King responded favorably in February 1992. In their petition, however, the signatories asked not only for more participation in decision making, but also for a revision of all laws, including commercial and administrative regulations, to conform with the sharia. They asked for the creation of Islamic banks and an end to interest payments in established banks, as well as the redistribution of wealth, protection for the rights of the individual, censure of the media so that it would serve Islam and morality, and the creation of a strong army so that the kingdom would not be dependent on the West. The requests represented a combination of apparently liberal petitions (a consultative council, redistribution of wealth) with a conservative religious bent.
In a follow-up to the petition, a number of the signatories wrote a letter stating that funds for religious institutions were being cut back, that the institutions were not being given the resources to create jobs, and that their fatwas were being ignored. The letter further claimed that those who signed the original petition had had their passports confiscated and were being harassed by security personnel even though "they had committed no other crime than giving advice to the Guardian." This affair suggested that the government was sufficiently concerned about the increasingly conservative mood to shift its strategy from merely co-opting the conservative agenda to suppressing its extreme voices.
In another incident, a movement called Islamic Awakening, which had a growing following in religious colleges and universities, attempted to hold a public demonstration in early 1991, but participants were threatened with arrest if they did so. At the same time, the government arrested a well-known activist in the Islamic Awakening while he was preaching a sermon in a Riyadh mosque.
Factors contributing to the increased attraction of Islamic conservatism included the problem of impending loss of identity caused by overwhelming Westernization. As secular education, population mobility, the breakup of extended family households, and the employment of women chipped away at cherished institutions of family and society, religion was a refuge and a source of stability.
Another factor was disaffection with the existing economic system in the face of rising unemployment. During the rapid expansion of the 1970s, employment in the public sector was virtually assured for Saudi citizens with technical skills and for those with a Western education. By the end of the decade, however, those positions, especially in education and in the ministries, came under pressure from increasing numbers of university graduates with rising expectations that no longer could be fulfilled in public sector employment. In addition, in the 1990s a growing number of young men educated in Islamic colleges and universities were unemployed; their acquired knowledge and skills were becoming more irrelevant to the demands of the economy and bureaucratic infrastructure, even within the judiciary where traditionally Islamic scholarship was most highly valued.
An additional factor lay in the monarchy's continuing need to maintain legitimacy as an "Islamic government." As long as the ruling family believes it must continue to prove itself a worthy inheritor of the legacy on which the kingdom was founded, it will be obliged to foster religious education and the Islamic political culture in which the kingdom's media are steeped. A lesser factor in the rise of conservatism may be widespread sympathy with the sense of being victimized by the West.
Islam remained the primary cohesive ideology in the kingdom, the source of legitimacy for the monarchy, and the pervasive system for moral guidance and spirituality. The nature of the Islamic society Saudi Arabia wished to have in the future, however, was one of the important and passionately debated issues in the kingdom in the early 1990s. The ultraconservative moral agenda appealed on an emotional level to many Saudi citizens. But the desire to expand the jurisdiction of sharia law and to interfere with the banking system was also a source of concern for many people. Because nearly all Saudis have reaped material benefits from state-funded development, people were hesitant to jeopardize those benefits and the political stability that allowed development. Some have suggested that the new system of basic laws was a clear signal that the monarchy was firmly committed to liberalization and no longer felt compelled to tolerate conservative excesses. Close assessment of the implications of the basic laws suggested, however, that the monarchy was making no substantive changes and, in effect, was taking no chances to risk disturbing the balance among competing religious persuasions in the kingdom.

The religious establishment in Saudi Arabia, which influences almost every aspect of social life, is deeply involved in politics. It has long been fractured into at least two distinct groups, with the senior ulema closely tied to the political agenda of the House of Saud. A younger generation of ulema, who are less firmly established and more radical in tone, have openly criticized the senior ulema and the government in the past.[5]
Fractures between the government and this younger generation deepened in May 2003, when Riyadh fired or suspended thousands of them.[6] Many were to be "re-educated," while others were simply ousted from the religious establishment. The move did little to endear the government to an already frustrated and religiously radical cadre of clerics.
The Islamic Legitimacy of the modern Saudi sate has been questioned by many groups and individuals including Al-Qaeda.[7]
[edit]Defense of Saudi Arabia as an Islamic State
Saudi Arabia's grand mufti, Sheikh Abdul Aziz Al Al-Sheikh, has defended the religious establishment's legitimacy in a public forum, while responding to mounting criticism of the religious leadership's close political alliance with the ruling House of Saud.[8] During a question-and-answer session with members of the public and the media, Al Al-Sheikh denied that the government influenced fatwas (religious rulings) and said accusations to the contrary within the media were false.
Both the criticism and the public response to it indicate a deepening level of dissent, not only within the kingdom's religious establishment, but also among the public. It is significant that the question was asked and answered in a public forum, and then reprinted in the media -- including the Arabic and English language newspapers. Similar questions of legitimacy will arise in coming months, with the kingdom's religious, political and perhaps military leaderships becoming the focal points for increasingly intense criticism. That Al Al-Sheikh answered the question about government influence over fatwas so openly is a clear indicator that the public has growing concerns about the legitimacy of religious leaders. Also, that the statements were reprinted in the press signals that the Saudi government -- which wields enormous influence over the local press -- is moving to respond to the charges of undue influence and corruption and illegitimacy.
Shaykh Saalih al-Fawzaan says:
Question: What is your advice to those who say that this country fights the deen and restricts the du’aat?
Answer: Since the Saudi state began, it has been aiding the deen and its people, and it was not set up except on this foundation. And now it aids the Muslims in every place with financial help, building Islamic centres and masaajid, sending du’aat, printing books foremost amongst them - the Noble Qur’aan, opening centres of learning and Sharee’ah colleges, and also it rules by the Islamic Sharee’ah and has an independent body for enjoining good and forbidding evil in every town. And all of that is a proof that this state aids Islam and its people, and it is a thorn in the throats of the hypocrites and the people of evil and splitting. And Allah will aid His deen even if the mushrikeen and those of evil intentions hate it.
And we do not say that this state is perfect in every way and that it doesn’t have any mistakes. Mistakes occur from everyone, but we ask Allah to aid us in rectifying the mistakes. And if the one who said this looked at himself he would find mistakes in himself which would prevent him from speaking about others and he would be ashamed to look at the people.
